Arizona at a glance Arizona licenses home health agencies through the Department of Health Services but is one of the few states with no licensure or state oversight of non-medical home care agencies. Arizona's minimum wage is $15.15 in 2026 (indexed each January 1) and all employers must provide earned paid sick time. There is no state overtime law, so FLSA overtime governs agency caregivers.
