Illinois at a glance Illinois licenses home care under the Home Health, Home Services, and Home Nursing Agency Licensing Act — non-medical agencies hold a Home Services Agency license from IDPH. Illinois' minimum wage is $15.00 (since January 1, 2025), the Paid Leave for All Workers Act guarantees 40 hours of paid leave for any reason, and the Domestic Workers' Bill of Rights extends wage protections to in-home workers. Chicago and Cook County set higher wages and their own leave rules.
