Oregon at a glance Oregon licenses non-medical operators as in-home care agencies (with limited/intermediate/comprehensive classifications) and skilled operators as home health agencies, both through the Oregon Health Authority. Oregon uses three regional minimum wages, reset each July 1: from July 1, 2026 they are $15.55 standard, $16.80 Portland metro, and $14.55 non-urban. State overtime applies over 40 hours and Oregon's sick time law requires 40 hours per year (paid at 10+ employees).
