Massachusetts at a glance Massachusetts licenses neither home health nor non-medical home care — but change is pending: the House passed 'An Act to Improve Massachusetts Home Care' (H.4706) in November 2025, and as of mid-2026 the companion measure was still awaiting Senate action, so no license is yet required. Massachusetts holds at a $15.00 minimum wage (unchanged since 2023), with earned sick time (40 hours), a Domestic Workers' Bill of Rights, and a new pay transparency law effective October 2025 for employers with 25+ employees.
